No offense, but teenagers may not be mature enough to make an informed decision. It's the same philosophy behind the legal definition of "minors." So, an adult should realize that a teenager who appears to give consent may not be making a sound decision. Because sex has potential serious psychological and physical consequences, the adult has to refrain from proceeding.

I understand that but I still don't think it's taking advantage. I'd agree with your if the minor is drunk, or in a similar situation where he/she can't make the right decision. Anyone taking advantage of a drunk person for example (not only minors, this goes for all) should simply get hit by a Ford F350. But in today's society, a 17 year old teenager should be able to make the right decision about sex (IMHO) 🙂

At this point in time it is very difficult to judge "maturity" with any reasonable accuracy. What could be "consensual" sex at the time could generate problems for that young person at a later date. The laws are mainly there to prevent people from taking advantage (using undue influence) of young people. I think the laws are necessary, are they always right? Probably not, I am sure there are many 16 year olds who are able to make informed and intelligent decisions regarding sex. However there are many 20 year olds who cannot.
