Partition Boot Record bootstrap code

I've read in many sources that Partition Boot Record/Record is written upon formatting a disk partition and contains machine code for bootstrapping specific OS. My question is how a formatting tool like DOS format command can write specific OS bootstrap while it only formats not installs specific OS?

Thx for answer but it seems You misunderstood me. I've asked how fdisk can write specific OS bootstrap code in PBR when it doesn't know which OS are going to be installed letter (after formatting a partition)?

It depends what you are calling Specific OS.

If it is Windows (or Windows Server) it does not matter, any MS Boot Installation will start and if needed would adjust to what ever is needed specifically.

Other OS (Linux and the like), if the Boot disk include adjustment to start with MS type it will start and then install its own Boot core, otherwise it might not start it simply would not work.
