The "Rule of Thumb" thing is very unclear - it seems like it's a myth that became such a widespread myth that it might as well have been real. As far as I know there's never been any historical law that legalised domestic violence on that basis, but the myth became so widespread that it even got cited in legal contexts.

"Go off the reservation" seems pretty obviously dodgy, I can't see there's much room for doubt about that one.

Most of the rest, complaints about "violent language" in phrases likes "I could murder a bag of chips" or "knocked 'em dead" are nothing to do with 'the left' or 'political correctness', or 'social justice' they are complaints that are as likely to come from a conservative type as a leftist. Probably far more so. It's the same sort of thing as objecting to violent video games.

In cases like those, I'd say it's more about being sensitive to others around you. Don't use violent language if you're talking to a bunch of people whose background you don't know; don't use it if you're talking to someone who's a victim. And it's good to get in the habit of using more tactful language as a matter of course.
