People making these disingenuous arguments should be flogged out of public life.

The very notion that Congress can't set up rules for how agencies and whatnot operate and how people can be hired/fired is actually anti-constitutional and runs completely counter to the country's history.

Well I think that most of the conservatives on the court are indeed receptive to this idea with the exception of the Fed. Again I suspect executive power ends where their investment accounts begin.
