Why? Giuliani is the most libertarian, thus actually favors smaller government more than any GOP candidate in decades.
And he's the only one in the bunch who has a chance against Obama and Hillary.

Look there and tell me specifically which issues make him a "RINO".
You might want to scroll down to the bottom of that page and compare the charts vs the other candidates you mentioned.
Based on those charts, if Chuck Hagel is a "RINO", then Mitt Romney, John McCain, and Rudy Giuliani are ultra leftist liberals.
