Russia gets to take Ukraine, and whatever bits of Europe it wants to grab, the US dominates the Americas and expands its territory in its own sphere (Trump's personal kingdom - probably to become hereditary). What's left of Europe struggles on however it can. China can dominate East/SE Asia, as long as it doesn't come into direct conflict with US/Trump interests. Africa is left entirely to its own devices.

The options are that Rs in congress won't include it in legislation, he could veto it, or he could have OMB illegally impound the money. That last one foreshadows a major fucking problem nobody is really talking about for this year.
