Arroyo wasn't in the baseline, and if Arod tries to run over his glove that's in the baseline, then that's perfectly within the rules.
 
i agree speed you are going overboard, I think he shoudl be fined but thats it. no susp needed, it was stupid make him cough up some $$$$ leave it be

I can't believe I am reading this. What he did was not illegal. He did not hurt anyone, he did not incite any fights, he did not put anyone in danger. If you want to fine him for swatting at a ball, you might as well fine Cabrera for knocking down Cairo unnecessarily.

Easy, Mientkavicz was in the baseline, yes. So if ARod bowled him over it would have been legal. Arroyo was running behind Arod and coming from the side, as your pic shows. If Arod has already run past Arroyo, then Arroyo is allowed to have any body part in the baseline, as your pic shows and you are asking.
