Arroyo wasn't in the baseline, and if Arod tries to run over his glove that's in the baseline, then that's perfectly within the rules.

Easy, Mientkavicz was in the baseline, yes. So if ARod bowled him over it would have been legal. Arroyo was running behind Arod and coming from the side, as your pic shows. If Arod has already run past Arroyo, then Arroyo is allowed to have any body part in the baseline, as your pic shows and you are asking.

if cabrera got called for it i would be saying teh same thing, he didnt arod did, and it was obvious to everyone that he ment it, IMO fine is justified
