What difference does it make if there are two people making a campaign or 2 dozen?
I've played many NWN1 modules that were made by individuals and groups that were above anything that Bioware created and could easily be called professional grade. Some people choose to work developing games for a living, others choose it as a hobby. Nothing wrong with that.
Incidentally, from what I've read on the Rogue Dao dev team, I'd label them as between semi-professional and professional. They have obvious skill and talent, as evidenced by their screen shots, trailers, and the closed beta remarks. However, they aren't being paid for their work by any parent entity, they work on the mod because they enjoy it.
