So it turns out I'm a masochist and watched the rest of Season 1 on Netflix (currently 10 episodes). I have a feeling that this series suffers from what I call the 'Evangelion effect', ie. it introduces some potentially interesting ideas, but never actually delivers on any of them, and in the case I ended up being annoyed with myself for wasting my time on it; like a long, rambling story with lots of irrelevance and little conclusion.
So the tenth episode is not any kind of conclusion or explanation of anything. For a brief moment the series looked like it was going to deliver on something that might resemble quality sci-fi, say an insightful analysis on what people and society might become if it had access to xyz tech, but again a teaser rather than anything worthy of note at the end of episode 10.
I was right about the 'Paw Patrol' style graphics, though the Major only seems to get one or two expressions in the entire ten episodes.
Maybe they're trying to appeal to a younger audience (still has a 15 certificate rating in the UK though), e.g. people who haven't ever watched GITS? But then, why bother to have any kind of continuity from preceding series/films? I was going to say, "maybe this would appeal to you if you like xyz elements", but then I can't honestly think of anything particularly appealing or unusual about this new series.
