I'm guessing they want to avoid turning Seoul into a smoking ruin filled with several hundred thousand dead South Koreans and possibly igniting a regional war.

Seriously, the situations are not even comparabe. A pre-emptive military action ala Iraq never has been on the table for dealing with North Korea.

South Korea has some of the best trained well equipped troops in the world, and on the other two borders are Russia and CHina.

Russia urged the United States not to rush the vote, saying Moscow still had differences and the U.S. should wait for the results of a flurry of high-level diplomacy. I don't quite understand why Russia and China are so hesitant to go ahead with this resolution. It's like now they're backing out of what they said about needing a harsh stance and quick action in order to show NK that they will not have them playing with nukes. I just slap my forehead thinking about that.

In Beijing, Chinese Foreign Ministry spokesman Liu Jianchao said North Korea should understand it had made a mistake but "punishment should not be the purpose" of any U.N. response.
