I'm guessing they want to avoid turning Seoul into a smoking ruin filled with several hundred thousand dead South Koreans and possibly igniting a regional war.

Seriously, the situations are not even comparabe. A pre-emptive military action ala Iraq never has been on the table for dealing with North Korea.

I don't quite understand why Russia and China are so hesitant to go ahead with this resolution. It's like now they're backing out of what they said about needing a harsh stance and quick action in order to show NK that they will not have them playing with nukes. I just slap my forehead thinking about that.

In Beijing, Chinese Foreign Ministry spokesman Liu Jianchao said North Korea should understand it had made a mistake but "punishment should not be the purpose" of any U.N. response.
