He's not even close.

The National Highway System represents less than 5% of total roads in the United States but carries nearly 50% of our traffic.

Using Interstate routes as an example, the cost of building and maintaining an Interstate is not covered entirely by the Federal government - the Federal government pays 90% of the bill - the state the highway is located in pays the rest of the cost.

pAnus thinks he is being clever but all he is doing is applying his 3rd-world mentality to the greatest transportation system in the world.

All of my friends, coworkers and the rest of the country feel the exact same. Whenever we get together and at lunch at work it will eventually be brought up by somebody..."What did that fucker do today? Did you get any more of your friends and family to register so we can stop this?"

Either the constitution grants that power to the federal government or it doesn't.
If that power is not granted to the federal government it is granted to the state.

Why is this concept so hard for "progressives" to understand?

Maybe because you conservatives cried wolf so many times, like when progressives tried to abolish slavery, grant women the right to vote, and end Jim Crow and you argued "states rights"....
 
BTW, Patranus, the Constitution entrusts the Federal government with providing general defense and welfare, both of which are purposes served by the interstate highway system.
