It was the contacts in the actual system. Its called the "72 pin". If you look on ebay, the majority of NES deals say that the 72 pin has been replaced, with a better one that doesn't corrode like the original.

I remember all those NES contact cleaning kits that looked like a NES cartridge with a handle. You would dip the contact part of the kit with some solution and um... well.. insert and take out the kit repeatedly to clean the "72 pin" contacts. It sorta worked I guess though most still blew on the carts which probably didn't do a thing.
