Could you try run HWinfo64? And see if SST is supported. Red=CPU supported but BIOS disabled. Green=all good.
SST is in red, all else is green. Haven't tested it with BCLK OC disabled, if that would make a difference.

Hopefully this issue will be resolved before Kaby Lake! I have an ASRock Z170 Extreme4. Interestingly, the latest BIOS revision, 2.70, which I installed last weekend, is no longer available for download. I wonder why?

Your version of CPU-Z doesn't seem to be properly identifying your CPUs, nor is it registering the speed at which they run at full load. The newest CPU-Z might help, especially because it has a load test that you can use to take your screenshot.
