im not cool because i can do that, im cool because my kids told me i am. and i applaud anyone who tries to learn new stuff like photoshop when its outside their knowledge zone, its always a good thing.

Like others said use magic wand but you still end up with a nasty border. In Photoshop CS3 there's a refine edge function but I don't think it's in Photoshop 7.0. So, what you can do instead is select the background using magic wand with a tolerance of 0. Expand the selection by 2 pixels and then fill it. Here's what I got using the expand.

The top is still a little jagged and the shadow next to the top part is a little screwy but it's doable. You can also just go over that with a brush to touch it up. Also, if you want to change the "1924 - 2004" to black you can just fill those or retype it if you can match the font and overlay it.

Well here's a mediocre paint.NET job without use of "feather tool"... I don't think this program even has that.
