Comcast gives me 6 mpbs down and 384kbps up. I've always gotten rated speeds. I notice my connection in Berkeley is definitely at rated speeds or above. My connection at home (Cupertino, CA is sometimes subpar, but maybe 5mbps at worst only)

3 down / 1 up, i can upgrade to 6/1 but i really don't see the need

i just switched to ATT U-Verse from comcast, which was 6down/.384 up, i don't see how you guys were getting those ridiculous speeds.

Of course, it's not sustainable. That's just the Comcast PowerBoost in effect. After a short time, it drops down to something closer to 900KB/sec downstream and 60KB/sec upstream.

Verizion FIOS sounds very nice, but is not worth much to me since you can't host a server with it. That's what I love about my current provider (sonic.net), even though they are slower compared to FIOS.

not entirely. they're still valid for transfers up to around 25MB (good for software patches and such) providing that the other end can keep up with it... which is not usually the case. that's not really comcast's fault though.
