you should blame visiontek in this incident,
they made a bad card out of hundred or thousand, you're the unlucky guy getting that one,
and you're unluckily getting that one from an online vendor with typical computer vendor return policy.
as I said before, the best solution is to contact visiontek, see if they'd take it back at their cost.
