If using RCRN or any other FXAA-Injector/ENB mod, turn off any on-screen display programs and monitoring tools such as Fraps, ATI Tray Tools, MSI Afterburner, GPU-Z, etc.
need clarification. you mean you can not run fraps while playing skyrim with enb or rcrn
FRAPS works for me in terms of showing framerate haven't tried video recording

No, it's working fine, but that was a problem with some prior version, and I'm pretty sure it was a problem with CL Cities, which mostly works with the OCS patches, but some NPCs would be in odd places when revisiting the cities, and wouldn't move.there was a comment on open cities thought you might read it and that might be why open cities does not work

When I played Skyrim I used a mod called Deadly Dragons. Awesome mod!

however i need a way to measure my gpu and vram usage and also myh cpu usage.
it runs somewhat slow and has stutters.

The aforementioned Deadly Dragons if you're looking to change them to be a tougher challenge. If you mean meshes/skins to make them look better then check out Bellyaches HD Dragon Replacer Pack.
Skyrim Performance Monitor will graph your CPU, GPU, RAM, and temps throughout the duration of play. Stuttering is usually a result of too little VRAM. It gets full so then it stutters as old textures are swapped out for the new ones to render.

No, it will just increase stability, for mods that need it. A mod that needs it may not cause you problems until much later in the game, so fix them ASAP, if BOSS complians, and the mod doesn't make a point to say that the dirty edits are intentional (sometimes they are there as workarounds for something in the game that would otherwise prevent the mod from working, and won't cause problems, but they will say this plainly, if so, and/or it will be noted by BOSS).does this increase peroformance? would do it for stability at some time but for now i need to increase my performance. have you used boss? that gave me options to clean the main files but was not sure if i should clean the official files.
2. Unpack the original BSAs, then re-apply all mods, or unpack them, copy into data, and choose no to all, when asked about overwriting. This won't increase overall FPS, but can help with stutter. I suspect that the game engine buffers and unpacks BSA content in its own memory, causing lots of garbage collection work needing to be done often, or possibly just causing lots more locks to be waited on; but just has regular and fast OS mmapped files for loose file content (the OS can have much more RAM to work with than the <4GB virtual memory of of the game). It can help with stuttering, especially around cities, and sometimes removes crashing around cities for some (it removed stuttering near cities for me).
