It doesn't appear that this is the same legislation proposed by MA representative http://www.facebook.com/DavidLinsky, which at least according to this link http://natick.patch.com/articles/rep-linsky-files-legislation-aimed-at-reducing-gun-violence#c (I looked and cannot find the official send from Linsky himself and open to the idea this link is partially bogus, although the interview on fox with Linksy does mention some of its tenets) includes at 25% tax on ammunition AND storage of grandfathered assault weapons at gun clubs or some other storage.
Some of the stuff MA is proposing is clearly absurd, such as no more than one gun/month (accomplishes nothing) and a 25% tax, if the law is to curb gun violence. Its intent cannot be concluded as other, at least in part, to simply lower gun ownership overall, make it more burdensome, less of a hobby in general for legal owners.
Gov. Patrick unveiled a bill on Wednesday that would tighten access to high-powered rounds of ammunition, create four new types of firearms-related crimes and mandate buyers to undergo background checks before purchasing weapons at gun shows. It would also restrict gun owners to purchasing one firearm a month.
The bill would also allow Mass. courts to send all relevant mental health records to the state's criminal justice information system so the federal government could include this information in a national gun license registry.
