Slightly different scenario, but I immediately thought of Uvalde. Both the police and the Army are responsible for this IMHO. Sounds like this guy maybe shouldn't have been walking the streets, much less possessing numerous firearms. Entirely preventable.

'Well...we didn't want to throw a stick of dynamite on a pool of gas and endanger ourselves, so we just allowed 18 people to be killed. Too bad so sad, we don't get paid enough for anything more.'

WTF! So this guy is too dangerous and deranged for the combined police force and Army to deal with so the answer is too just leave him alone, free, in possession of all his firearms?

I'm confused as to why the Army did/could do nothing. Because he was already discharged, I suppose?

'Well we wouldn't want you to get hurt approaching him, BUT...we're washing our hands of this civ, and it's your problem now. You've been warned.'
