Long story condensed into cliffs:

Was with girl I see sometimes, not an item.

We were getting busy and she negligently tears me "down there" while giving me a form of sex, with her hand. (A hand job...I feel dirty.) Not being circumsized, she pulls down too fast/hard on my foreskin and the backside that attaches it rips, along with part of the inside of the skin.

Bloody mess ensues and I go home and pass out, not even wanting to deal with this cause I have work in the AM.

I wake up in pain and can't urinate...

It doesn't heal properly because I am an idiot and trusted my body to self-heal.

Now its healed too tight and I can't pull back my foreskin.

I might need to get it operated on, going into Dr. again on Saturday for appraisal of my junk.

and now that you've heard my story, I ask you...Shouldn't she have to pay for it!?
 
Did you pay for her services? Was there a contract or formal agreement as to the terms of foreplay/sex/etc and did she break this contract?
 
She's not liable, as far as I can tell, unless there was malicious intent (which you'd probably have a hard time proving).

Tell her to take off the heels next time.

Are you uncircumsized and the Frenulum tore? I've heard of that happening, but I've never heard of someone requiring surgery for it.

My opinion: you were having sex (having fun) and I doubt she intentionally meant to harm you. It's one of those things in life that just sometimes goes wrong. If she offers to pay for some, take it, but I won't expect it of her.
 
while having a woman in stiletto heels walk on your scrot may sound like fun, in practice it can be quite dangerous.
