Screw painting them. Send them out for powder coating. Do you have two piece rotors? If not, it's probably not worth powder coating disposable rotor hats :)

that really weird

BOV is before or after the MAF? if after maybe its not tight enough?(but tight enough its not letting lots in at idle)

um.......loose piping somewhere on the IC?

yeah, I'd start looking around with a can of carb cleaner. Spray it in suspect areas and listen to the idle. It will move significantly if you wet a vac leak. If it has positive pressure at idle this method won't work.

A boost leak wouldn't throw a CEL.

I just called ATS and they immediately send to send them the entire ECU to get inspected.

I swapped the stock ECU in and it starts and idles normally, albeit at 7.6 - 7.7 AFR. Sounds like the ECU was toast.

Reassembled engine:

I'm so ready for this to be done...I want to drive it now :p

I need to add some items to the list, but what's on there is mostly done.

What's left:
Coolant flush
Fix clutch pedal
Install steering rack pinion

What's going on:
Install replacement ROM tune
Install replacement amplifier
Install replacement oil pressure gauge
Reroute wires so the interior can go back together properly
Reassemble interior
Reinstall engine bay fans and finish wiring

I missed the part about the aftermarket ECU. I've still never seen a hosed stock Toyota ECU.

Just take out two injectors and you'll be running ~15 AFR at idle, about perfect, right?
