If you're referring to the W3175, it's limited release with similarly limited interest. I think there's only one board that can handle that thing.



@scannall already answered correctly (mesh), but also keep in mind that Cascade Lake-X also has a different cache alignment that may not be favorable to consumer-level application performance (e.g. games). Even if you manage to overclock the mesh on Cascade Lake-X, you still have to deal with the weird cache. If you are looking to play games then the 9900k should be faster.
How did the conjecture become fact in just a matter of seconds of typing? And what is weird about the new cache alignment that is going to negatively impact desktop workloads/gaming? Care to share?

What about the changes Intel made to the cache hierarchy of Cascade Lake X?

Not aware of any cache hierarchy changes. Intel did up the stock mesh speed in Skylake-X Refresh which helps gaming performance quite a bit.

There is a whole line up of 'W' series CPU targeted towards professional users - hence it would primarily be in OEM systems (and not cheap).

They moved from an inclusive L3$ to a primarily exclusive L3$ with a small portion reserved for an inclusive policy - I don’t recall the policy details.

Cascade Lake-X shouldn't have any cache hierarchy changes from Skylake-X Refresh (so far as I know). Main thing is, Skylake-X and it's derivatives has less L3 than CoffeeLake which often translates into poorer game performance (even when mesh speed is OCed to compensate for its . . . shortcomings).
