Their plan is working. You're doing more work for less money and you won't leave.
Why should they give you a raise?

Sh*t you are right... I've been worried about walking in and asking but why should I be? They are short on emps and I am pretty much the highest producer. They honestly cannot afford to lose me right now. I need to get in there and tell them, its not like they are going to ask me if I want a raise. If they won't give it I'll have my notice in hand ready to toss in their face.

At my last job, I quit three times (well 4 if you count the last one) the first time I told them that I didn't like what I was doing, so they moved me into another department with ~4% raise, the next two times I quit I told them that I had another job lined up that was paying more, they matched both times (at this point I was making about 75% more than my starting pay, which tbh my starting pay was pretty low, but after all of the raises I was doing pretty well) so the last time I went in to quit, partly to see what I could get away with, but partly because my business was starting to take off and I wasn't happy working for someone else, so I went in and told them that I had a job offer for $31 an hour (I was only making $17 an hour at the time) They finally said they couldn't match that and wished me luck![]()

It's killing me! Eating me up inside, affecting my job performance, and making me want to go postal! I'm a great employee, I have above average stats (read: micromanaged) that means I do more than my fair share of work and am rarely late or absent. I've been denied promotions because of policy change for 2 years now. We have tests that when passed give a raise... THEY WONT LET ME TAKE THE FLIPPING TEST!!!
Annual review time is around the corner and I'm going to be given the paltry 3% raise that still will not bring me to the level of the new employees.
Any suggestions on what I can do about this?

a) how do you know the noobs are making more $ when starting?
b) why havent you spoken to your mgr already? heck, i would have spoken to him at the 1st sign that noobs were being paid more than i was after 5yrs on the job.
c) have letter of resingation with you during the meeting. as soon as he says no, IMMEDIATELY present him with the letter. now the balls in his court...

Don't threaten to quit, it's implied if you ask for a raise, which is exactly what you should do.
I'd have a new job lined up first though.
<---3 diffferent jobs last year, got a nice raise each time I jumped ship. My employers view me as a commodity so I behaved like one![]()
