If it's a linear scale, cats and dogs are probably about an 8 (excluding the retarded ones). Cats and dogs both have enough of a theory of mind to show distress when other animals are in pain. They sometimes can use tools (although they are not tool makers) -- i.e. opening doors when it suits them. Yes, humans are WAY smarter, but compared to an ant, cats and dogs are closer to people. On a linear scale of 1 to 10, no mammal would rate below a 5 imo.
