They didn't stop it during the last shut down (and per my post above, chickened out here and have actually not stopped pre-check), and this would actually make TSA and CBP checkpoints worse because these programs actually need fewer resources to administer day-to-day. This is really just a classic example of how the administration likes to step on rakes and hates doing anything for anyone that might have <9 figures in personal wealth.
