The problem is this happened in NYC so only NYC law matters. Laws in Michigan, Illinois, Maryland etc. mean nothing...

So, wducknuts, it appears that the answer to your original question is that it depends on your city's laws. Call the water department and ask them. They'll be able to give you a definitive answer.

Well, you have to have the tool that fits over the top of the fire hydrant to open the valve. Also, you don't have to open the valve all the way, either.

my grandpa was a cop and he used the fire hydrant out front to fill his swimming pool.....cuz it was quicker

but i think he used a special hose

and after seeing what came out of that fire hydrant i woudln't want to wash my car with that stuff....

sediment had built up in the line to the fire hydrant i guess and so it put out alot of crap in the water.....
