It is possible though. The fire deparment has special nozzles. In NYC, its frequent for kids to open hydrants in the summer to cool down. If you go to a fire house, they have a special nozzle that provides a kind of sprinkler and is totally legal. They also have nozzles for a hose hookup which I've seen DEP work crews use. He is basically asking if its legal for him to obtain one and if so, where...

As someone else said, it's stealing water from the city. And I'd imagine that many municipalities would put far worse crimes on opening fire hydrants. Like Chicago apparently does.

You idiots don't get it. It is LEGAL to open a hydrant if you follow the rules of the fire department. That is why during the summer, fire house encourage people to visit and pick up the nozzles.

Opening hydrants is a crime. Call 9-1-1 any time you see one open
