Don't automatically assume that everyone of them is abusing the system and getting welfare and begging so they can drink expensive whiskey all day and night just because you heard a story.
I didn't say these transients were abusing the welfare system, but it's clear to me that they had alcoholic beverage on posession and was begging.

HAHAHA hell no. I don't have 911 on speed dial. Transients aren't worth the urgency given on 911 responses. The only reasons I'd call 911 involving transients are if someone's property or someone else's life is in immediate danger because of them, fights involving transients resulting in injuries to non-transients and whenever someone is hurt as a result of transient's action. If transient jay walks in front of a car, gets hit and driver swerves into a utility pole, I need to make sure the driver is alright, make sure power line isn't downed and call 911 to summon rescue for the driver, then call the power company to report a downed power line, which present hazard.
