I used to be the kind that would always give a beggar a buck or two until I realized that I was just perpetrating there drug and alcohol addiction. Now, I would only donate money to a fresh start program or something like a house for battered women.

Will you be bugging other people or taking up the space in the neighborhood for extended period of time? When I was roaming around in town I have seen a old POS fifth wheel in front of a house and it looked abandoned. I saw some bums going in and out, so I guess they're sleeping in there. They weren't interfering with me and I was only in town to hangout so I could care less. If they were near where I live, they are breaking the ordinance by camping in vehicle, so out goes police after them. If they didn't look like bums and looked like they're travelers taking a rest, I'd leave them alone though.
But it sure gets the Crown Vics flying to the parking lot and get the transients thrown in a jail for a day or two. Transients are often thrown in jail when the police is called on them
Who knows. They aren't directly effecting me. Transients are.

Like everyone has said the easiest thing to do would be to say "no thanks". Honestly WTH were you expecting asking for a receipt?
And if you have such a hang up about giving people who are down money then do what I do, buy them a frikken meal and talk to them. They are people for chrissakes. Don't automatically assume that everyone of them is abusing the system and getting welfare and begging so they can drink expensive whiskey all day and night just because you heard a story. I heard a story about corrupt executives, about forest rangers starting fires, and about women breaking hearts. Grow up and live your life. I only hope one day your balls drop. Calling police on a bum? LMAO.. that's really hilarious. In all the parts of Montreal I've been I never see many bums EXCEPT downtown when I go to the clubs, and then I just give them 50 cents, its nothing to me and gets them out of my hair. Even then that's rare. Otherwise who cares?
