They are violating the International Whaling Commission (IWC) moratorium on commercial whaling.
The International Whaling Commission allows the hunts.

The whales targeted by the Japanese are not endangered species. Some are at risk species, but not endangered. Whale populations have increased significantly or stabilized over the past 30 years since commercial whaling was banned, with only a few exceptions.

Opposition to limited hunting of non-endangered whales is based in animal rights extremism, arrogant cultural narcissism, or just plain irrational emotional attachment.

e.g. we don't eat whales, just cows, chickens, pigs, turkeys, fish, and shellfish. Whales make pretty noises, these other animals don't. That makes us morally superior. Oh yeah, and Hollywood makes sentimental movies that personify whales as having 'feelings' and casts hunters as psychopathic or greedy villians. If its in a movie, that's how things really are in, you know, like, reality and stuff.

Perhaps you should read up publications by Kenneth Balcomb of the Center for Whale Research or Naomi Rose, Ph.D. (HSUS) regarding the dialect of marine mammals. They have tremendous mental capacity and their brains are much more complex than the brain of a human.

Whales are herd animals, nothing more. They have large brains because they have large bodies.

Larger animals have larger brains in order to control a greater number of muscles and bigger, more complex systems. However, overall brain size is less important than the relative brain size--the brain size adjusted for body weight. If two species of animals have the same brain weight, for example, it is likely that the species with the lower body weight is more intelligent.

A whale brain in comparison to body weight is actually quite small. While nearly 2% for humans and .85% for dolphins, it's an average of 0.007% for whales. That's a pretty small brain.

A whale has the intellect of a deer or cow.
