I am just really pissed that someone took something. I see robbers almost every morning on the news and it really pisses me off to no end. Now it happens to my family, and I'm going bonkers.

Bleh. In that case I think I'd just keep my $600 phone in my pocket, even if it was turned off. Not like you are working in some top secret facility or dealing with sensitive information (patient health for example).
If the employer has a problem with it, tell them to f'off until they can provide secured lockers for staff.
I'll suggest that she get a holster and keep it on her side if she takes it with her again (assuming she gets another).
My employees just leave their smart phones on the counter in the breakroom. Never heard anyone saying they got their shit stolen.
