Here's what CS wrote me. Bad news I guess concerning people that want to get this without renewing their contract. I'm going to go to the local Verizon over the weekend and talk to someone to see if they say differently.

Express Network data session airtime is taken from your airtime
allowance just like your voice calls, so there's no need to keep track of a
separate airtime allowance.

Kbps. Data speeds may vary depending on network and equipment capabilities
and other variables of wireless service.
Express Network brings you:
Faster Browsing--Express Network makes downloading those
graphics-intensive web pages faster, giving you the material you want without the
wait.
Speedier E-mail--Express Network downloads e-mails and attachments
(even complex spreadsheets and presentations) faster, getting you in and
out of e-mail in a flash!
Verizon Wireless recommends that you sign up for an Express Network
Unlimited or Megabyte feature/calling plan, as you monthly allotment of
airtime minutes will be used quickly when connecting to
Express Network.
As of June 2, 2003, all refreshed Voice Calling Plans, National
SingleRate, America's Choice, America's Choice Family Share, Local
DigitalChoice and Local DigitalChoice Family Share plans will have
the Auto-Provisioned Express Network Data Feature. The
Auto-Provisioned Express Network Data Feature (which is intended for future data
products) is no additional charge, grants access to the Express
Network, and will allow you to connect to the Express Network using
your airtime minutes. The Auto-Provisioned Express Network Data Feature
is not available to AirCard users.
The Auto-Provisioned Express Network Data Feature cannot be added to a
price plan establish before June 2, 2003. If you wish to have this
feature, you must sign up for a new price plan (as of June 2,
2003). If you wish to change your price plan, please reply to this
e-mail and we will forward your request to our Customer Care department.
