Take pics of the pothole and the damaged wheel, and send those along with a receipt of the replacement wheel to the city for reimbursement. You might luck out and get at least some money out of them (or in your state's case, an IOU) 😉
I'm contemplating insurance claim, but, it seems not worth it because the deductible is already $500, although that would get me the tire.
