I had something similar happen to me when i used to commute to work by bicycle. I won't get into a long story, but i crashed, ended up lying on the street unconscious for an hour at least. When I did come to, I watched several cars drive past not doing a thing to help. I ended up walking a mile or so trying to find a pay phone to call family and get a ride to the hospital. This was back in the early 90's so celphones weren't that common yet. I ended up with a concussion, broken collarbone, and 12-stitches.

Are you serious? Over an hour?!

That looks pretty common. People will kind of be in shock and not know what to do, so they just kind of stand there. It's sad that nobody helped, but most wouldn't know what to do anyway. Then the whole getting sued thing is in their head and they're mind just turns do "don't get involved and you won't get sued".

With the economy as it is, the police would have more success by offering a free tank of gas for information leading to the arrest of the hit-and-run drivers, or bags of rice.

I take a lot of shit for calling in things. Once was a 30 min old accident that dispatch said no one else called in. People assume the victims would have a cell phone that works or someone else called.

It takes 2 mins to call something in. If you don't want to give your name just say you'd rather remain anonymous.

A common explanation of this phenomenon is that, with others present, observers all assume that someone else is going to intervene and so they each individually refrain from doing so and feel less responsible. This is an example of how diffusion of responsibility leads to social loafing. People may also assume that other bystanders may be more qualified to help, such as being a doctor or police officer, and their intervention would thus be unneeded. People may also fear losing face in front of the other bystanders, being superseded by a superior helper, or offering unwanted assistance. Another explanation is that bystanders monitor the reactions of other people in an emergency situation to see if others think that it is necessary to intervene. Since others are doing exactly the same, everyone concludes from the inaction of others that other people do not think that help is needed. This is an example of pluralistic ignorance and social proof. An alternative to explanations of rational motivation is that emotional cues to action can be as powerful as irrational ones, and the presence of a group of inactive others is a pre-rational emotional cue to inaction that must be overcome.

The article said that the police chief later rescinded his initial statements, as "four people dialed 911 within a minute of the accident, and that Torres received medical attention shortly after that."

The outrage here is a bit over the top. It's as if the emotional response from watching the video has completely relinquished people's ability to read the article. If you're going to be upset, don't be upset that the police didn't come but that people didn't go out into the street to keep the guy safe from cars.

I bet that guy was a hobo or was dress like a hobo and people that didn't see it just dismissed it as a drunk bum. That being said, WTF is wrong with the people on the sidewalk?

I didn't read the rescinded statement, but I am willing to believe it may have been spun to save face.

Still no one got this guy out of the street or blocked the road off around him.

That would be my first assumption. Hit and run? Not very common. Drunk guy sleeping on the street? Fairly common.

I chuckle at the idea of a jaywalker getting hit by a car, since I don't like jaywalkers. As a person who jaywalks all the time, I'm very upset at how it looks like that car tried to hit him. Hey that guy is jaywalking, let's steer the car toward him, hit him, then drive off like heatbags!

If a guy has broken ribs and you move him, you could puncture his lungs and kill him. This is why you're never supposed to touch an injured person unless instructed to do so.
