So put a lien on the (now NOT burned down) property.
What's so hard about that?
Liens are often useless- we own a house in a lake community, and have a HOA solely to provide for care of the beach (making sure the sand gets raked, lawn at the beach gets mowed, trash gets picked up, etc.). To pay for that, there's like a pitifully small $20 per year fee to every house in the community.
There are *several* houses in the community that haven't paid their HOA fees in 10+ years, despite the HOA putting liens on their property. It costs too much to force them to pay it, and they can just ignore the lien as long as they don't sell the house/get a mortgage.
