Almost any place I can think of has free dial up available (they'll have ads or something on their screen).
Although the Internet is technically a requirement for school these days, broadband is not. They could do perfectly fine with just dialup.

i can't reduce bandwidth usage..some of my neighbours are not so well off so I share my internet with them via RJ45 cables run from my house to their house. I share with about 6 people.

i seed a few linux distros and occasionally help with storage space for my buddy's photography page. run a UT2003 server at least a week out of every month. combined with my above average internet usage, I do a minimum of 20Gb a day, max out at around 60GB/day. Never had a message from my provider, or even a complaint.
