For alot of the people it is the calves.
If you ever look around and notice, there a very few people with "well-developed" good calves.
I know they sure give me trouble. I can blast them with:
seated calf raises
Standing calf raises
one-leg calf raises
donkey calf-raises
leg press toe raises
until I'm blue in the face and they do jack. Everything else comes along fairly easily. But not those pesky calves.
