If the levees in NO fail again, some may try to point fingers at the executive branch, which will be bad. On the other hand, a well coordinated response might be good for the Republicans. McCain is not the President and I can't see him doing anything but getting in the way of operations down there. Obama has said he is concerned that him and his large security entourage would be an obstruction, that is why he isn't down there.
