Rereading his original post, some things certainly don't add up. He should be getting much higher framerates than 70-85 FPS at 1080p. It should be in the triple digits. It might be a driver or software problem.

OP, use Display Driver Uninstaller to uninstall the drivers, and reinstall them with just the driver and PhysX. Don't install anything else. Also, make sure everything in the Windows 10 gaming settings is disabled, to include:

1) Game mode
2) Game DVR
3) Broadcasting
4) Game bar

Disable all of that crap if it hasn't been disabled already!

First thing mondaymorning i will try this.
I should be getting insane high framerates. But something holding this back. So i quess i should do a fresh windows install. Wipe everything and start from zero. Im away for the weekend so monday will give you a update.

Reformat everything.
Windows 10
And the newest drivers for gtx1080.
Install some games and we have a look

Look at base freq its 3.5
When running bf1 thats where you will end. An i7 hsw have fairly limited total throughput at that freq.
Playing mp 64 on some maps you will get low fps with very seldom dips even into the 40 fps with that cpu. Computerbase testing show that even on a 7700k stock.

Pubg is a different issue and as i wrote a mix of issues. Besides inconsistent result found online due to the beta status imo there is still single thread perf limitation combined with a certain throughput limited situation. The games reciewed a patch august that improved mp gaming.
I wouldn't pay to much attention to the game performance until a month or two after release as perf change constantly.

I just change an lower freq i5 hsw to a 1600x on one of the kids 144 machines. Bf1 was imo unplayable before even for 60fps and overwarch too for the 144. Pubg have improved a bit but is still a performance mess.

144Hz gaming is a costly sport if you value your min fps. The sensitivity to stutter and min may vary. In my house we are allergic to min fps and get agressive if we get it while low gfx setting dont mean a thing. Its personal.

For bf1 and pubg on 144 i recommend the upcomming 8700 non k on a cheap mb with dual ram speed 3200/3600 on the cheaper side.

For those on a very strict budget for 144 its damn hard and a huge dilemma. If your portfolio of games includes new games like overwatch and bf take a 1600 non x and oc it using stock cooler on a dirt cheap eg asus 350 mb. Pair it with some cas 15 3000/ cas 16 3200 ram. Ryzen runs old st bound games slow so if you play those game then go new i7 4c 8t line.

Can't wait till monday and format the whole pc. Start from the beginning. Clean everything. Take everything out. Cables.
Fresh windows install and see what happens.

Yeaa. I would only expect 120fps min to be a problem here but for it to run fine otherwise.
But when you do a clean install monday get back to us.
Also check you dont have some attached eg usb parts that parhaps hangs the system sometimes. Make a clean install and so simple setup as possible when testing monday.

Ok. Did The fresh install.
Much better now.
Feels like it runs much better.
But then again. I notice that there is still something off.
Maybe i should just let it be.
Fps is good. Gpu usage still spiking but not noticable in gameplay. Bf1 ghost recon wildlands pubg looks great. Play better then before the cleanup.
I think im gonna sell my old gtx 980 en benq 2720z and go for a 1440p 144hz ips screen. See what that brings me.

Fixing the stuttering won't fix the balance issue between a GTX 1080, with a less than top in CPU at 1080p. You will run into some bottlenecking, but as you noted, it's still smooth. Increasing your resolution will put more load on the GPU, making the overall FPS lower, preventing the CPU from hitting it's limit as often.

Yep. That's why i'm gonna look for a 1440p panel.

Ok guys.

Still not sure what to do.

Running a i7 4771.
Thinking about upgrading to a i7 7700k.

Or
Selling my benq 2720z 144hz and getting a 1440p gysnc.

Installed bf4 Just to check and i get like 90fps with the gtx1080.
Before with the gtx980 120+fps.

This is killing me.

What do i need to do??

Are you running 1920x1080 on the Benq or something different? Have you checked the Nvidia control panel to make sure vertical sync is set to the application?

Are you unhappy with your current FPS? If so, an i7 8700k would be faster. It's not just about clocks speeds, but the architecture is simply faster.

Are you unhappy that your GPU isn't fully being used? That has 3 solutions:
1) Get over it. Really, nothing bad happens if the GPU isn't fully used. I'm betting you don't get annoyed if the CPU isn't fully used.
2) Get a higher resolution or use DSR (essentially a higher resolution). This will add stress to the GPU and put it to work. Your FPS will be lower, but the GPU will be needed.
3) Return that monitor GPU for one more reasonable for 1080p.

I get your point(s).
Lets say i buy that new i7 7800k.
I quess i need some more upgrades.
These are my specs now:

MSI Z87-G45 Gaming Motherboard
Intel Core i7 4771 / 3.5 GHz processor
Msi gtx 1080 gaming x 8g
Corsair Hydro Series H75
16gb ram corsair vengaence ddr3 2400mhz
Samsung evo850 250gb ssd
2tb harddisk
Benq 2720z 144hz monitor.

Ram motherboard and the 7800k right. Damn. That is gonna cost me a bunch of money.

What if i buy a good new 1440p monitor like the Acer Predator XB271HU with gysnc.

And then save up for the other stuff

You haven't answered the key question on all of this.

What is your motivation for upgrading?

Is it so you don't feel like you wasted money? Return the card, get a GTX 1060 or 1070.
Is it because you want higher FPS? Upgrading your CPU is the only option.
Do you want higher visual fidelity or at least put your GPU to use? Buy the higher resolution monitor.

Yep. I bought a expensive card. And want to make it work. So there's your answer.
Upgrading the living shit out of it till it works. Monitor cpu. Thats why i asked for advise. Nothing else. I will order a decent monitor and let you guys know
