Ah-HA! Here are the Nordschleife track records from the the official Nurburgring website:
They ran F1 races at the Nordschleife until 1976, when Niki Lauda crashed there. Obviously the time of a '75 F1 car is not comparable to what a modern car could do.

It'll be tough to do this using a controller (no steering wheel), since you won't have the same level of steering control...
God damn, I've seen that video before but now it means more.
What is the deal with that track? Can anybody put their car on it and run (if it meets race regulations)?

It doesn't have to meet ANY regulations - not everyone is as litigious as us Americans! You could show up in your grandmother's Dodge Aspen, pay 15 Euros, and roll out onto the course . . .
So that's why I saw some guys on the course using blinkers indicating they are getting out of the way of a serious race car in that video?
AFAIK it's considered part of the Germany road system. You'd need whatever is required to be able to drive on their roads. It's treated a lot like any normal road in Germany and a lot of the same laws apply, except you have to pay to lap it.

Prices for laps are listed there in Euros. Looks like it's closed to the public for the time being for repairs.
F1 cars don't do the full 20.8km loop anymore. Modern F1 cars lack the suspension travel and ground clearance necessary for it. They only lap the GP track now.

That's what I was looking at as well, and I figured, he could prolly pull a 4:30 on the track if he got the speeds right, and was touching the corners of the track while cornering. Basically, he's using his engine to brake, so anyone that asked whether he could do that in real life: he would probably blow the engine of any car that he is given. Also, I did notice that he had some wheelspin in some of the corners, so if he would've got the traction right, then he would have also got a faster time.
