Not a very fun experience.
Friend and I are driving home from seeing Star Wars ep 3. We are having a conversation about the movie, driving through a 25 mph residental zone. The zone is a really slow 25 mph, its a straight wide road that really should be higher than it is. Anyway, while driving, he passes a cop car, I'd estimate him going about 35 mph
In anycase, the cop came after us, and signaled to pull over. My friend was either frightenend, shocked, or scarted, because he didn't do so for about 30 seconds. I myself didn't realize what was happening for the first 5 seconds or so, unfortunately. Cops pull us over, tell us to get out of the car and lie on the ground, then proceed to cuff us. They questioned him for a minute. I guess he was scared, as was I.
He did not in any way really give an intention to pull over.
The excuse he gave was that he thought it was a fire truck and was confused as it didn't go by him, and that the people in front of us weren't stopping.
From what I could hear, it didn't really fly, but I can say its likely the truth. From the time the sirens were on, he slowed down to a 10-20 mph crawl (it was a 45 mph zone by this point), but never stopped, so I don't know whether his intent to escape was there.
After a few mins, cops (like 5 of them were there by this point), let us get back into our car. His nose started bleeding as he got in the car. He was given 2 tickets, 1 for speeding 45 mph in a 25 mph zone, and other for failing to yield to emergency vehicle. The tickets also had a mandatory municipal court appearance 2 weeks from today. We are both young drivers (he is 18 and in high school), and he has never been ticketed before.
The excuse he gave the cop was that he got nervous and didn't see the drivers in front of us pull over. For that 30 seconds he was driving rather slowly, but never stopped.
This is a really bad situation, could use some advice on how to proceed. Neither of us have told his parents yet.

I did not see nor hear any sign of violence to be a cause of his nosebleed.
A bit more about the road itself: It really is a wide, long road that everyone speeds on because 25 mph is ridiculous for it. It's one of those rodes that just about everyone speeds on, and comps camp out intentionally. Just about everyone I know whose gotten pulled over has done so there. Obviously nothing that could hold up in court or anything, but more facts about it.
One thing to mention though is that he still has his provisional (17 year old) driver's license. It expires when he turns 19, he just hasn't bothered to go over to the DMV and make the switch yet. In the state of NJ, if anyone knows, do your points xfer over during this change?
