Its not excessive force you dolt. Its for the officers safety...they dont know why he didnt pull over right away. He could have been stashing drugs or guns. The level of force used wasnt even close to excessive. Its almost standard practice.

Everytime a thread comes up dealing with the police, I see him chiming in with how they used excessive forec, and how they abused their power, blah blah blah. He's a "victim" lover and always looks for ways to expose "The Man". Doesnt surprise me in the least that he's claiming the cops broke the OP's idiot friend's nose.

For furture reference:

Cops get really nervous if you don't pull over immediately.

How to pull over properly (Yes, there is a "proper" way to pull over; doing so will put their minds at ease): Put the signal on, and immediately start moving to the RIGHT. Even if you're in the left lane, move to the RIGHT. Turn on your dome light, and roll down the driver's window. Even if it's cold and/or raining, roll down that window. If there's a passenger, roll the passenger window down, too. Speaking of passengers, COMMAND your passenger(s) to SHUT THE FVCK UP. No matter what they (or you) might be thinking, passengers need to SHUT THE FVCK UP at this time. Tell them also to keep their hands on their laps. Once you're in the right lane, find the absolute closest possible place to stop where neither you nor the cop will be blocking a driveway or intersection. Pull as far over to the right as possible without hopping a curb. If there's a paved shoulder, at the last moment, pull the right wheels off the shoulder onto the grass (just a foot or so, though). The reason to pull as far to the right as humanly possible is because the cop will stop his car several feet to the left of where you stop because he uses his car for protection from other traffic when he's at your window. When you're stopped, make sure your window(s) are down, then hit the hazards, TURN OFF THE ENGINE, take the keys out, and place them on the dashboard. Then, sit there. Just sit there in your seatbelt with both hands on the wheel. Doing all this will help put the cop(s) at ease, reduce their fear you're going to be the stop that results in their last gun battle and their last day on Earth, and avoid the unpleasentness of having five or more of them there to put you in handcuffs and stuff.

I think you have to put on your hazards to show your intent to pull over. I'm pretty sure its there so the cop will follow you until you feel safe to pull over.

i'm scared that others are on the road who have so little cool behind the wheel that they'd "panic" like this and continue to drive for 30 seconds.

I'm not a member or even a financial supporter of the ACLU, I do admire their work, tho. I'm not claiming the police broke the guy's nose, I am asking the OP for further clarification. I feel the OP has left out important details.

I'll respond to any questions later at work.

I could not say for sure why his nose started bleeding, as I was on the ground staring at the grass. But I did not see any signs of any excessive violence, nor did I hear any. No blood anywhere on the ground, it started only after we were send back to our car.

I would venture to guess it was due to nervousness or something like that, which i will find out for sure later today.

A bit more about the road itself: It really is a wide, long road that everyone speeds on because 25 mph is ridiculous for it. It's one of those rodes that just about everyone speeds on, and comps camp out intentionally. Just about everyone I know whose gotten pulled over has done so there.

One thing to mention though is that he still has his provisional (17 year old) driver's license. It expires when he turns 19, he just hasn't bothered to go over to the DMV and make the switch yet. In the state of NJ, if anyone knows, do your points xfer over during this change?

Also, is it really reccomended to get a lawyer for tickets? The total value of them is only $250, and thats with the $200 for speeding 20 mph over that probably could be brought down to $105.

Oh boy more traffic road engineering by young Zendari. First he believes that a wide one lane road should be used as a two lane road, and now he believes that a 25mph on a straight stretch of road is too slow. Zendari, I work for the Pa Dept of Transportation, and let me tell you that all US roads are built according to the AASHTO specification for width, height weight - restrictions, and speed according to many factors, including sight distance, traffic volume, stoplight timing, pedestrian safety, etc. When you become a PE with a concentration in civil engineering, then you can decide how the roads are to be built and how the safety laws should read. If the road is set for 25mph, it is that way because of a safety specification, and is not rediculuosly low for your friend to drive 45mph.

in most of NE cops have blue lights on their cars
in NY they have red lights, when i first moved to NY every cop i saw i thought was a fire truck or non cop emergency vehecial, and yes i was even stopped by one and when i was 18 i was just as confused at the kid in the OP

the kid is 18 and has never been pulled over before and didnt think clearly, BIG FING DEAL, first time i got pulled over i nearly sh!t myself, oooo noes he took 30 seconds to stop, theres nothing wrong with that

1: He wasn't driving 40 mph, more like 35-40. Why the cop charged him for 45 I cannot say.
2: I never said it was ok.
3: Like I said, cops camp the area because everyone speeds there. Does that make it ok? No, but its the truth.
4: The road changes to a 45 mph zone after a certain point, where the road condition is EXACTLY the same.

It doesn't matter if its Fire, Police, Ambulance, ect. You slow down and move over immediately. In certain situations seconds count and if the emergency veichle is slowed down because of idiot drivers that could cost a life.

Just be happy it wasn't you driving. And if your friend decides to fight any of the charges (I would since it's a first offense) volunteer to testify to the judge on his behalf.

1. He didn't pull over becauses he thought the flashing lights were from a fire truck.

2. He was driving 45 (or about 35 or 35-40) on a road where he knows the speed limit is 25, where he knows everyone gets a ticket, where he knows the police camp out.

He might just get away with this if he tells the judge those two things as the judge might take pity on anyone that stupid. :laugh:

Ive was pulled over on a main road for passing on a double line, kinda suicide to stop there. I slowed down and put my on my signal to show I saw him and drove for 30-45 seconds till I found a side road and pulled over on that. Then I shut the car off and waited. He have me a verbal warning.

Probably depends on the cop.

If traffic laws, especially speed limits and the absurd amount of stop signs on PA roads, were not so arbitrary, less drivers would consider them "open to interpretation."

OP - When your friend shows up for his court appearance, I can all but guarantee that the DA will offer to let him plead guilty to lesser charges.
