No, they probably had enough for the people who were actually interested in requesting "more information to help clarify Microsoft® Windows Desktop Licensing" and may not have anticipated the response considering probably 99% of the people (myself included) were only interested in the drive itself. Besides, it was only a 16mb drive, so no big loss.
