EDIT:
As to the OP; that painting is just completely unbelievable. If you were to line up the US Capitol building and the Lincoln Memorial like that you would be facing South; not East or West. Therefore there would be nothing behind the horizon to light the clouds like that; suspension of disbelief can only go so far!
