Fence that goes under the ground when you press a button then comes back up when you press the button again

Also, the fence should be electric and have razor wire in the top.

Seriously, this is fairly complicated proposition, considering it would require digging a trench > the height of the fence (depends, are we talking waist height white picket or man height chain link?) also, you need this to be water tight (so that rain isn't a problem when it's shut), with some active drainage (since it will be below the water table) and concrete walls to hold the fence, plus some sort of rails for the fence to ride on, plus some sort of automated electric lifting system, which is also related for outdoor use.
 
...also, why have a fence if you are going to have the land un protected most of the time...😕

Still, would be a cool engineering problem.

Your water table is 10 feet below the surface?

Mine is not but there are places on the east coast where it is. I don't know where the OP is. Also, when it rains, some water WILL get in, so you'll need a pump. Even in LV, if you want it to work for more than a few months.

The fence isn't for security
 
I bet if they showed it on TV ya all would be so into it even posting about it here about how cool it would be to have that type of fence, but since you haven't seen anything like it yet ya flaming the OP on his great IDEA even though it doesn't really suit his purpose.

How about not having a solid fence. Just have solid poles supporting a bar that would have the fence attached to it. The fence could be wound up on a big roll and then unwind as the fence goes up and wind itself backup when the fence came down. Then you'd only need maybe a 4 foot hole to hold the roll of fence.
