Suburbs. Sure they can help teach a kid differently. But you have to understand what a child is taught at home beforehand, whether they really apply themselves or not. You could be raised in the smartest school discrict in the nation and get some good grades and spectucular ACT/SAT scores. But if your mom and dad beat you with a stick everyday and teach you only how to pride yourself before your townspeople and your country, then that person is going to be empty and hollow. Then again, maybe that person could score a high paying job and influence society to become more elite?
So we're looking at education? Maybe one thing, but how to emphasize on the focus of mentality versus booksmart could be something else. As far as the government is concerned, you can't seriously blame politicians for trying to care about the people as a whole, 'cuz we know there are enough parents out there who don't give a rats about their own kids. At the expense of students who apply themselves, good luck to those who do so without the will of their own longterm goals, "to satisfy the demands of their peers, grow up and go through a cycle of next-generation corruption." Solution is to teach students how to think and act for themselves in a nation that is 'supposed' to be the most influential in politics, academics, economics, technology, mental & spiritual growth and pursuit of happiness.
Suburb, makes a difference, sure. But the suburbs aren't going to save you.
