This is exactly why I think radar detectors are overrated no matter how good they are. They only detect radar when the RADAR is ON, and if the cop really wants to nail people he's not going to be driving around or sitting around with his radar on constantly. PWNED is exactly right. Yeah I know there are laws that require you to move over. My point is, what difference does it make if there is a law or not? It's common sense. You shouldn't need a law to tell you what common sense is. You should move over or slow down regardless of whether there is a law that requires you to do so.

In most of Canada, yes. I actually agree with this law; they are used in 99.9% of cases to break laws...laws that most of us break anyway (I don't know anybody who never speeds and hope I never meet such a sheep anyway), but these are used to break laws, there is basically no other good reason to have one.
