He clearly insults Bush/the administration, not the troops themselves. You end up getting US stuck in a war in Iraq. Without the word "us" and with a misinterpretation of the ending I could see it being directed toward soldiers, but it's clearly not. Either way, it's still a lame insult however true it is.
